to assist in controlling the clerical staff of the Department especially in the Junk Office, which deals exclusively with the Chinese public, and to supervise the accounting. Er. Hutchison's services will, in view, of his experience in the Imports and

Exports Department, a large revenue collecting Department, and his

knowledge of Chinese, prove valuable to the Harbour Department.

In consideration of the extra work which will

devolve on Mr. Hutchison I propose subject to your approval to grant him a bonus of $150 per mensen during the period of his

appointment as Assistant Harbour Master. Mr. Hutchison will take

up his duties in the Harbour Department on the 1st. of July.
